In a flurry of late summer activity, the Internal Revenue Service issued a new set of proposed cafeteria plan regulations, incorporating much of the formal and informal guidance related to cafeteria plans and flexible spending accounts issued over the last 30 years. A week later, IRS released final regulations regarding employment-related expenses under the dependent care credit and dependent care flexible spending accounts.

Mr. Gillihan will review both sets of regulations, explaining their importance for plan sponsors, participants and administrators, as well as human resource and benefits professionals.

About the Speaker

Ashley Gillihan is a partner in the Atlanta office of Alston & Bird, LLP, and a member of the firm's Employee Benefits and ERISA Litigation Groups. Mr. Gillihan focuses his practice exclusively on health and welfare employee benefit compliance and litigation issues for employers, health plan administrators and other health and welfare benefit plan service providers. Mr. Gillihan is the author of the Flexible Benefits Answer Book published by Aspen Publishers, a CCH sister company, as well as a member of the Employer's Council on Flexible Compensation (ECFC) Technical Advisory Council and a faculty member for the Institute for Applied Management and Law (IAML).
