For the period July 1, 2010, through December 31, 2010, the rate of Philadelphia tax on gross earnings will be 3.928% for residents and 3.4985% for nonresidents. Previously, those rates were 3.9296% and 3.4997%. Details can be found on the Web site for the Philadelphia Department of Revenue at http://www.phila.gov/revenue/Tax_Types_and_Codes.html.
In addition, effective January 1, 2011, payroll services remitting Philadelphia wage tax payments for clients must remit those payments electronically by either ACH credit or debit on a schedule based on an employer's monthly withholding. Specifically, the filings would have to be made
