Local emphasis programs. OSHA has issued a new list of Local (Area Office) and Regional Emphasis Programs. These are enforcement strategies intended to address hazards or industries that pose a particular risk to workers in the jurisdiction of a local area office or regional office.

Interpretation letters. We are publishing some recent letters of interpretation in this issue. The topics include requirements for developing entry procedures for permit-required confined spaces; lockout and tagging of circuits §1926.417; OSHA requirements for warning signs and protection from electric-arc-flash hazards and compliance with NFPA 70E-2004; and whether §1926.550(g) applies to boom-attached personal lifting platforms and, if not, whether OSHA requires proof testing of such platforms; what is the meaning of “at each new job site’ in ASME B30.23; and what standards apply to derrick mounted buckets on small line trucks.
