Provides a comprehensive and detailed explanation for the federal old-age, survivor's and disability insurance segments of the Social Security program.
Kentucky has amended its Unemployment Insurance Law as follows:
Records and reports. Information and records may be released to employees in the performance of their duties. The confidentiality of the information will be assured by requiring such employees to enter into written agreements with the Cabinet and satisfying the safeguards set forth in federal confidentiality and disclosure requirements.
Disclosures can be made only if they are necessary for the proper administration of the unemployment insurance program; no more than an incidental amount of staff time or processing cost is required to make the disclosure; and the cost of providing such information is paid by the recipients. For disclosures made to public employees, this requirement is met if the agency provides a reciprocal benefit to the Cabinet. Any disclosure or use of information that is inconsistent with the provisions of the law will be subject to penalties.
Penalties. The law now provides that a person who violates its confidentiality provisions is guilty of a Class A misdemeanor.
