Reflecting the Obama Administration's beefed-up commitment to enforcing federal contract compliance, the Office of Federal Contract Compliance Programs (OFCCP) will be operating with a $103 million budget for fiscal year 2010, under appropriations legislation signed on December 16, 2009, a Labor Department spokesperson confirmed last week to CCH. While falling short of the $109.521 million requested by the President in his May 2009 budget proposal, the budget is an increase of over $21 million from the estimated FY 2009 budget allotment of $82.1 million. Also last week, OFCCP director Patricia A. Shiu told attendees of a web listening session that the agency is in the process of rewriting its Federal Contract Compliance Manual "from top to bottom." The listening session was held so the OFCCP could hear public feedback and suggestions on its upcoming proposal to revise the regulations in 41 CFR Parts 60-741 that implement the nondiscrimination and affirmative action provisions of Section 503 of the Rehabilitation Act of 1973. The OFCCP hopes to complete the manual within the year, the spokesperson said.
