CLIMATE CHANGEClimate Change Proponents Optimistic for Future PassageBy a 48 to 36 vote on June 6, 2008, the Senate was unable to invoke cloture on S. 3036, the Lieberman-Warner Climate Security Act of 2008, which would have established a cap-and-trade system to limit carbon emissions. Despite the inability to move to a final vote on climate change legislation, Senate proponents of the bill are optimistic that a change in administration will result in passage of the bill next year (CCH Washington News, June 6, 2008). |
